The Lokirrim are a humanoid species from the Delta Quadrant. They don’t care for photonic life-forms. They are technically advanced with warp-capable ships.
They used to keep photonic (holographic) life-forms as servants in their homes. The holograms were fed up and led a revolt against their masters.
The holograms created a viral weapon to kill the Lokirrim. The Lokirrim created a weapon to permanently delete the holograms. This resulted in the mass extermination of all holographic life-forms.
Any ship that crosses into their space is ordered to discontinue use of its holographic lifeforms. If the ship refuses, the Lokirrim will board the ship or destroy the ship.
The Delta Flyer from the U.S.S. Voyager became a victim in this conflict. The Emergency Medical Hologram was onboard and transferred his program to Seven of Nine. The Doctor devised a treatment for the holograms’ viral weapon. The Doctor would also treat a critcally injured Captain Ranek. With these two actions, some of the Lokirrim wondered if deleting all the holographic life-forms was in their best interest.Lokirrim patrol ships scan and eradicate any holographic life-forms. Most ships have a bridge, medical bay, and extensive detention facilities.
The patrol ship had the ability to block all outgoing subspace transmissions. They were well-equipped with shields and weapons. A photonic weapon could eradicate any holographic life forms aboard an enemy ship.
